Kay Whitehead, Tumbarumba Shire Council

Kay commenced employment at Tumbarumba Shire Council in 1983 as a typist. In a career spanning over three decades, Kay has balanced raising a family, running the family farm and completing a Bachelor of Business (Accounting) via distance education and has risen through the finance and administration ranks of Council to the position of General Manager in 2009.

Kay has achieved a number of outcomes for Council and the community including the $1.4 million upgrade of Tumbarumba’s CBD, a $4.1 million Water Treatment Plant, establishing a mobile long day care service and a before and after school care service for children. She was also instrumental in building and operating a Council owned medical centre.

With more than 50% of Council’s staff being female, Kay’s commitment towards increasing women’s participation in the workforce has ensured that Council has a high staff retention rate through working part-time under flexible arrangements.

Kay mentors and encourages female councillors to stand for election and provides ongoing support and encouragement.
