Follow these steps to create and manage litters using the NSW Pet Registry. It makes microchipping appointments more efficient and cuts paperwork out of the equation.

When you create a litter on the NSW Pet Registry for the first time, you will be prompted to apply for a breeder identification number.

Note

If your dog was delivered by caesarean (C-section), this must be recorded in the NSW Pet Registry. Ask your veterinarian to confirm that the delivery method is recorded in the NSW Pet Registry. For new litters, follow these steps to create a litter profile before microchipping.

Creating and managing litters

  1. 1. Create a litter and add litter details

    Log in to the NSW Pet Registry and click 'Create a litter' on your dashboard. Select the litter mother from the dropdown menu, and add details:

    • Select a cross breed if applicable.
    • Enter the litter's date of birth.
    • Name the litter for your reference. You will not be able to change the name once you have saved the litter.
    • Upload a picture of the litter (optional).
    • Save litter.
  2. 2. Add litter offspring

    Add litter details for all the puppies or kittens, including a name, breed, sex, coat colour, and any other identifying features. You can edit details or delete an individual litter pet if you have made a mistake.

What is the Litter Log?

The Litter Log is a feature on the NSW Pet Registry that provides information to breeders on the number of litters a breeding dog has.

Why was the Litter Log introduced?

The Litter Log was introduced to support changes to NSW breeding laws that were updated in December 2025 to address puppy farming. It introduced:

  • a maximum litter cap for dogs
  • limits on the number of caesarean and natural births.
Where can I view the Litter Log?

If your pet has a litter listed on the NSW Pet Registry you can log in, find your pet’s profile and see their litters under the 'Litter Log' menu.

What can I see on the Litter Log?

Users can view:

  • litter information already recorded by you, a vet, or an authorised identifier
  • whether a litter was delivered naturally or by caesarean section (C-section).
What is the new 'record delivery type' feature? Who can access it, and what does it do?

The new feature 'record delivery type' enables vets to record the delivery method of dogs in the NSW Pet Registry.

At a future date, the Litter Log will support compliance with the legislation introduced in December 2025, which caps the maximum number of litters per dog at 5 and maximum number of caesarean (C-section) deliveries at 3.

The 'record delivery type' feature will maintain delivery types to help breeders remain compliant with legislative requirements.

Why have litter limits been established?

To support the updated NSW Puppy Farming Act 2024, which came into effect in December 2025, which aims to address illegal puppy farming in NSW.

How is my pet’s delivery information recorded in the Litter Log?

Vets record the delivery method in the Litter Log using the delivery method functionality that was made available from June 2026.

What should I do if I notice that I have an 'Unknown' delivery type listed in my Litter Log?

If you notice 'Unknown' being listed as the delivery type, please notify your vet after confirming the correct information with them

Some older litters, recorded before the Litter Log feature was made available, may appear in the Litter Log as 'Unknown'.

As a breeder you are responsible for the accuracy of the information, so vets should seek confirmation and ensure updates reflect the breeder’s verified details.

How accurate is the Litter Log?

Some information in the Litter Log has been pulled from existing vet records so may not be complete or accurate at this stage.

Breeders are advised that the default delivery method for all puppies will be marked as 'Natural', unless specified as a C-section by a vet.

How do I update incorrect Litter Log information?

If you notice information in the Litter Log is incorrect, here’s what to do:

  • Duplicate litters – if you have created a litter in error, you can delete it from your online account, as long as none of the offspring in the litter have been microchipped.
  • Delivery type – to update a litter’s delivery type (natural or C-section), contact your vet and provide supporting information. Vets can only update the delivery type. The NSW Pet Registry Helpline and councils cannot update litter information.
  • If you spot other issues with your pet's 'Litter Log' please submit the Litter Log feedback form.
How can I help ensure accurate records?
  1. If you have an online NSW Pet Registry account, create a litter for your pet before taking the offspring for identification.
  2. Provide the correct information to your vet or authorised identifier during the microchipping process:
    • your breeder identification number, and
    • the mother’s microchip number.

If you need to report a technical issue or an error, submit the Litter Log feedback form.

Is the Litter Log information used for compliance or enforcement?

Information in the Litter Log is not currently used for governance, compliance, monitoring, or enforcement. In future, this feature will help support compliance with the NSW Puppy Farming Act 2024. We will let breeders and vets know before this change takes effect.

Using paper forms

Your vet or authorised identifier will need to fill out the P1A form (PDF, 147 KB) for each litter animal and submit them to council for final processing.

To make the paper process more efficient, make sure you can provide the vet or authorised identifier with:

  • the litter mother’s microchip number
  • litter DOB
  • your breeder identification number.

Frequently asked questions for vets – entering delivery type details

Who can record delivery type?

Only a vet can record and update the delivery type for a litter.

Authorised identifiers can view the recorded delivery method under 'My Litters' grid but cannot update the delivery type.

I’m a vet – how do I enter the delivery method on the NSW Pet Registry?

Why do vets have to log information on caesarean dog births in the NSW Pet Registry?

Breeding dogs can have no more than 3 caesarean births. A vet must approve the third caesarean before it happens.

Vets are the only people who can record caesarean birth information in the NSW Pet Registry. This helps the Registry track litters and caesarean births so the rules can be monitored under the NSW Puppy Farming Act 2024.

These requirements support responsible breeding, help prevent puppy farming, and improve animal welfare outcomes over time.

Where can I view delivery method information for an animal?

Vets and authorised identifiers can view an animal's recorded delivery method in the 'My Litters' grid. Only vets can update this information.

Before updating the delivery date or delivery type, vets must confirm the details with the breeder. Breeders are responsible for providing the correct information, and vets should take care to ensure the information they enter is accurate.
